President Vladimir Zelensky instructed to work swiftly and thoughtfully on agreements with the United States regarding rare earth metals and security guarantees for Ukraine. This was stated in a
video address by the head of state, released on the night of Friday, February 21. Zelensky emphasized that his meeting with the U.S. Special Representative Donald Trump's Keith Kellogg "restores hope" and added that Ukraine "needs strong agreements with America that will truly work." The head of state discussed his directive to work "quickly and very thoughtfully" on agreements with the U.S. According to him, "economics and security must always go hand in hand, and the details of the agreements matter: the better the details are articulated, the greater the outcome." "We discussed with General Kellogg the front, the necessity to free all our captives held in Russia, as well as the need for a reliable and clear system of security guarantees, so that war does not return and the Russians do not destroy lives. Peace is needed by all of us: Ukraine, Europe, America, everyone in the world," said Zelensky. Prior to this, media reported that the Trump Administration had provided Ukraine with an "enhanced" draft agreement between the countries regarding minerals. "The latest draft has seen significant improvements, and it complies with Ukrainian legislation," stated one source. Earlier, the media reported that Trump had imposed conditions on Ukraine for the minerals agreement in exchange for military assistance, which are
typically imposed on aggressor countries that have been defeated in war. The terms of the agreement significantly exceed those imposed on Germany and Japan after World War II.
