Does a deferment grant the right to exit?
A deferment from mobilization is not an automatic basis for leaving. For example, individuals with disabilities are exempt from conscription and can cross the border, while students, despite having a deferment, do not have such a right. If a person plans to leave, they must provide documents confirming the deferment and the grounds for crossing the border.
Can one travel abroad under reservation?
Men reserved for important state or economic tasks can leave the country for official business. For this, an order from the supervisor and supporting documents about the reservation are required.
Can a student travel abroad?
Students’ travel is restricted. An exception is made for participants in academic mobility programs and students in medical, veterinary, or pharmaceutical specialties. However, practice shows that border guards rarely allow students to leave the country.
Can a father of multiple children leave without his children?
Yes, a father with three or more children can leave the country even if the children do not live with him and are born from different marriages. However, he must not have any child support arrears, and his information must be entered into the "Oberih" system. Additionally, documents confirming the presence of children are required.
Can a guardian travel abroad without the ward?
A guardian can leave only if the ward is already abroad and is registered with the consulate.
Each case is considered individually, and the decision on passage remains with the border service. Therefore, it is crucial to gather all necessary documents in advance.
