Ukrainian state registries have resumed operations following a cyberattack.

The Ministry of Justice of Ukraine has announced the resumption of operations for key state registries following a large-scale cyberattack from Russia.

As of January 20, 2025, the Ministry of Justice of Ukraine announced the resumption of operations for critical state registries that were affected by a large-scale cyberattack from Russia. Following extensive restoration efforts of the infrastructure, the state registries are once again prepared to ensure the full functionality of the system. This was reported by the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine, Olga Stefanishyna, and the Ministry of Justice.

"The infrastructure of the state registries has been restored after the large-scale cyberattack by the Russians. This means that the state registries are ready to operate again. The Russians did not achieve their goal. Step by step, we have restored key registries for notaries, then the State Register of Property Rights, the Unified State Register, and the recovery of the last part of the registries has now been completed. The final step is the updating of data entered during the restoration, which is currently being handled by specialists from the executive service and private executors. I want to emphasize again that the data of Ukrainians has not been lost," - wrote Stefanishyna.

Which registries are currently operational?

  • As of today, access to the following registries has been restored:
  • The State Register of Property Rights to Real Estate
  • The State Register of Encumbrances on Movable Property
  • The Automated System of Enforcement Proceedings
  • The Electronic Apostille Registry
  • The Unified Register of Convicted Persons and Persons Taken into Custody
  • The Automated System "Bankruptcy and Insolvency"
  • The Unified State Register of Persons Subject to the Provisions of the Law of Ukraine "On Cleansing Power"

It is noted that data updating is currently underway, which may slightly restrict access to certain registries. In particular, access for notaries and state registrars to the State Register of Property Rights to Real Estate and the entry of updated data on encumbrances of movable property by state and private executors is temporarily limited.

Simultaneously with the restoration of the registries, integration with other government agencies such as the State Tax Service, the Ministry of Internal Affairs, the State Migration Service, the Pension Fund, the Ministry of Digital Transformation, the State Geocadastre, and the State Registration Service is also being restored, which will facilitate proper data exchange for the effective operation of the system.

The ministry also added that soon access to online services related to the specified registries will be restored on the Diia portal and mobile application, marking an important step in the full restoration of digital services for Ukrainians.

It is worth noting that at night, Russia launched a missile and 141 "Shahed" drones at Ukraine: air defense forces destroyed 93 UAVs. On the night of January 20, 2025, Russia carried out a large-scale attack using 141 "Shahed" strike drones, imitation drones, and the Iskander-M ballistic missile.
