Divided into three sections: Russia's strategy for Ukraine.

The Main Directorate of Intelligence of the Ministry of Defense of Ukraine has been briefed on a document prepared in Russia that forecasts the development of the military-political situation globally until 2045.

The Russian Ministry of Defense has prepared a document outlining a so-called forecast of the military-political situation in the world up to 2045. They speculate that Ukrainian statehood is supposed to be eliminated, and the territory of Ukraine divided into three parts.

Russian Fantasies

According to Russian fantasies, the territory of Ukraine is supposedly to be divided into three parts. These include the so-called "new regions of Russia." This part allegedly involves the official incorporation of Donetsk, Luhansk, Zaporizhzhia, Kherson regions, the Autonomous Republic of Crimea, and the city of Sevastopol into the Russian Federation.

A "pro-Russian state formation" is supposed to be established on the territories of Kyiv, Chernihiv, Sumy, Kharkiv, Poltava, Kirovohrad, Dnipropetrovsk, Odesa, Cherkasy, Vinnytsia, Zhytomyr regions, and Kyiv itself. According to this so-called plan, this part also includes a rejection of European and Euro-Atlantic integration and a Russian military presence.

"Disputed territories" (the western part of Ukraine). Specifically, these are Volyn, Rivne, Khmelnytskyi, Lviv, Ivano-Frankivsk, Ternopil, Chernivtsi, and Zakarpattia regions. The Kremlin claims that the future of these territories should be decided between Russia and other states — Hungary, Poland, and Romania.

Vadym Skibitskyi, Deputy Chief of the Main Intelligence Directorate, noted that Ukrainian intelligence is aware of this document. "This document was prepared in the Ministry of Defense and the General Staff of the Armed Forces of the Russian Federation around December of last year. The document lays the foundation for prospective defense planning over a certain period — at least 10 years. In particular, this document was developed for the period from 2026 to 2035 with a perspective extending to 2045," Skibitskyi said.

According to him, the content of the document pertains to the further development of the situation at both the global and regional levels, and the threats that Russia perceives. Skibitskyi also emphasized that to possess a strong economic, demographic, territorial, and military potential, Putin needs the entirety of Ukraine.

"Regarding the possible division of Ukraine. Undoubtedly, Russia's strategic goal remains the complete occupation of our state. This scenario of further development with a possible division of territory is relevant not only for 2035-45. It will be pertinent in the near future, by 2026, or perhaps even sooner. You have heard Putin's statements regarding Ukrainian territories. He is already claiming that Luhansk, Donetsk, Kherson, Zaporizhzhia regions, and Crimea are supposedly territories of the Russian Federation according to their constitution," Skibitskyi stressed.
