Additionally, they aim to seize funds from nearly 200 territorial communities. This is all justified with slogans about ‘budget rupture.’ The current budget crisis is presented to us under the guise of ‘all funds for the war’ — which sounds very just. However, the initiators of this process should remember that they already have a poor track record, having taken income tax from cities without managing to use that money effectively. Those involved are well aware of how those billions of hryvnias ended up back in the state budget instead of aiding the army. Yet, as we can see, no one will refrain from trying to dig deeper into the pockets of local self-governments,” reports Filatov.

According to him, if the government and the Verkhovna Rada deprive Dnipro and other cities of these funds, the ability to eliminate the consequences of Russian shelling will vanish.

“Installing windows and repairing roofs in homes, schools, kindergartens, and hospitals will become simply impossible because there will be no money for that. They will put it into a separate bag called ‘additional subsidy.’ ‘manual mode.’ However, this bag already contains enough funds, even more than what was planned in this year’s budget.
