The Budget Committee has recommended that the Verkhovna Rada approve the draft law on the state budget for 2025 in its second reading. This was reported on November 18 by the head of the committee, Roksolana Pidlasa.
It is proposed that $2 billion (90 billion UAH) in credit funds will be allocated to the state budget from the United Kingdom to cover military expenses, specifically for the purchase of weapons. These funds are reflected in the special fund for external borrowings and the expenditures of the Ministry of Defense.
"We have left 4% of personal income tax (excluding military) for the communities (which means a total of 64% for the communities) for payments for utilities and energy resources, respectively. The subsidies to regional budgets for covering the tariff difference of 12.2 billion UAH have been canceled," Pidlasa noted.
Frontline communities have been allowed not to transfer the reverse payment to the state budget (a total of 593 million UAH).
Ukrzaliznytsia will receive 128 million for co-financing a European project for the development of railway infrastructure (specifically, the railway track).
Additionally, 277.1 million UAH have been allocated to the National Academy of Sciences, including for research in the military sector. The possibility for political parties to purchase military government bonds has been excluded (Article 49 of the budget). The obligation for hospitals to keep funds in accounts at the Treasury has been removed (Paragraph 28 of the final provisions).
"The rest is as presented by the government," noted the chair of the Budget Committee.
It was previously reported that the Cabinet of Ministers submitted to the Verkhovna Rada a draft law on the State Budget of Ukraine for 2025, prepared for the second reading.
Recall that on September 13, the government approved the draft state budget for the next year.
The Verkhovna Rada adopted the budget bill for Ukraine for 2025 in the first reading on October 31.
