Journalists have obtained a shocking video that captures the abuse of children at a rehabilitation center in the Lviv region. The footage shows a caregiver striking a child with a metal rod, and later, when the child attempts to escape, she continues to hit him with her fists, including to the head.

The caregiver aggressively returns the child to the couch, referring to him as "cattle," while other children witness this brutal act. The scandal surrounding this institution, which works with orphans and children with special needs, erupted in late September when Dmytro Lubinets, the Commissioner for Human Rights, along with volunteer psychologists, conducted a monitoring visit.

They confirmed instances of violence: physical, sexual, and psychological. Ombudsman representative Iryna Suslova emphasized on October 3 that the report on the situation at the center is a non-public document, as it contains sensitive information about the children.

Lubinets also stated that during the visit, children complained about sexual advances from the director, as well as threats of beating and coercion to a psychiatric hospital for "misbehavior."

In light of these events, the director of the institution has been suspended from duties. Despite numerous appeals from both children and adults to law enforcement and child services, which received inadequate responses, the director continued to act without consequences. The Lviv police initially denied receiving any complaints, even though the last complaint was made in 2023.

A criminal investigation is currently underway, examining sexual violence under Part 3 of Article 153 of the Criminal Code of Ukraine.
