Starting from January 2025, Ukrainians will receive subsidies and benefits for utility payments under new unified rules.
As reported by the Ministry of Social Policy, certain categories of citizens, including combat veterans and individuals with disabilities acquired during the war, will retain the preliminary conditions for receiving benefits.
Changes to the Subsidy Allocation System
From January 1, 2025, all subsidies and benefits will be assigned based on the average monthly total income of the family. Previously, some benefit categories received discounts on utilities regardless of their income. These changes are outlined in the Law "On the State Budget for 2025."
The Ministry of Social Policy explained that this new approach will allow for more effective use of budgetary funds in wartime. Assistance will be provided only to those who genuinely need it.
"Families who apply for benefits after January 1, 2025, will receive assistance according to the new rules. Meanwhile, those who have received benefits until December 31, 2024, will be able to continue under the old conditions until the end of the 2024/2025 heating season," the agency noted.
Who Retains the Right to Benefits Under the Old Conditions
Benefits will continue unchanged for:
combat veterans;
individuals with disabilities acquired during the war.
Monetization of Benefits and Control Over Their Use
On January 17, the Cabinet of Ministers supported a draft law encouraging citizens receiving monetized benefits to use them for paying housing and utility services (HUS).
Currently, many subsidy recipients are misusing funds, which increases debts to critical infrastructure enterprises.
