By February 5, 2025, men subject to military service who are deemed partially fit must undergo a military medical commission (VLC).
Lawyers believe that those who do not complete the VLC by February 5 will not be able to obtain a reservation.
If this procedure fails by the specified deadline, they may lose their right to a reservation. Those with reservations until February 28 must confirm them, as after this date, enterprises will no longer be able to reserve their employees without updating the criticality status.
The reservation and VLC processes create legal confusion, as some law firms indicate that according to Cabinet Resolution No. 560, it is prohibited to send individuals with deferrals for VLC. However, the new law abolishing partial fitness does not make exceptions for reserved individuals and stipulates that even they must undergo the commission.
This creates a conflict between the resolution and the law, with the latter holding higher legal authority, leading lawyers to conclude that reserved individuals with partial fitness are also required to undergo VLC.
If a person fails to complete the VLC by February 5, their reservation will not be canceled, but they may miss the opportunity to rebook after February 28 if they do not update their information or are wanted. It is important to note that starting December 1, the reservation process in Ukraine occurs through the Action app, and if the system detects a violation or a wanted notice, the person will automatically be denied a reservation.
It remains unclear whether violation flags will appear in the Reserve+ system after February 5, as the Military Recruitment Centers do not have accurate information on this matter. Therefore, individuals with reservations can choose between two options: either undergo VLC just in case or do nothing and risk losing their reservation if the Reserve+ system adds a violation record. If a flag appears after February 5, one can pay a fine and complete the VLC by February 28 to avoid losing their reservation and rebooking without violations.
